Legislative Drafting
Our Process
The Senate Office of the Legislative Counsel is responsible for crafting legislative drafts upon the request of a Senate office, including bills, resolutions, and subsequent amendments. SLC also works closely with committees of the Senate on markups of bills and the preparation of conference reports. Attorneys at SLC are assigned requests based on the relevant subject-area of law in which they specialize. For an original measure, the attorney’s role is to devise precise language for the proposal, consider how it can be incorporated into existing law, identify and address any potential constitutional or other legal challenges, and assist the requesting office in mitigating these concerns through revision of legislative text. SLC attorneys maintain confidentiality with the requesting office for each request received and throughout each step of the drafting and legislative process.
